释义	actual value 实际价值依关税暨贸易总协定(GATT)第七条的规定，缔约国对於进口商品的完税价格(duty-paying value)应以该进口商品或同类(like)商品的「实际价值」作为关税估价的依据，而不得根据本国生产商品的价值或臆断的价值予以认定。所谓实际价值系指依进口国法律所定的同一时间及地点，该进口商品或同类商品在完全竞争的条件下，依通常贸易程序(ordinary course of trade)所销售或供应销售的价格。
